Congress Invitation

Geographic Information Systems (GIS) Congress, Organized by the Union of Chambers of Turkish Engineers and Architects (UCTEA) has been held every two year since 2007. The Chamber of Geomatics Engineers (CGE) under UCTEA has been the executive body of the congress. This year’s congres and accompanying “GIS Technologies fair” will be held at Çukurova University campus Adana, during 15-18 November 2017.

This year’s theme has revolved around "Open data” and the motto being “Free data, inventive knowledge, free world”.

Free the data so that everyone can generate “inventive” knowledge or end products using it; Turkey has struggled with building a National Spatial Data Infrastructure since mid 1990s. Altough there have been efforts by key plaPlaces like Land Registry and Cadastre (LRC), General Command of Mapping, and General Directorate of GIS, the infamous problem, “coordination” is still a big issue. Luckily, Web services by LRC have been in great demand and use for some years now. There are other State agencies working on offering OGC web services as well. Nevertheless, the “wanted” is still the data... Hence, we once again have felt need of highlighting the value of data while identifying the potentials of “open data” throughout the congress.

The congress takes place in a different city each time, which is Adana this year. While the first things that spring to mind would be its warm weather and “Adana Kebap”, the city has plenty of natural and historical sites worth visiting. So, we look forward to welcoming you in Adana, for a fruitful and pleasant event.

Prof.Dr Chryssy Potsiou
FIG President

Dr Chryssy Potsiou graduated from the School for Rural & Surveying Engineering, National Technical University of Athens (NTUA) in 1982.
The title of her Ph.D. thesis was “Digital Cartographic Data for the Hellenic Cadastre”. Since 1992, she has been employed as Special Research and Teaching Scientist at the Lab of Photogrammetry, Topography Division, School for Rural and Surveying Engineering, NTUA, at a permanent position. At the same time, she has been working as a consultant in several research projects (15 of them at the NTUA) in the domains of:

• aerial photography of archaeological sites
• cadastre and Land Administration
• architectural photogrammetry, detailed photogrammetric restitutions of complicated monuments, digital photogrammetric documentation of castles
• cartography and urban planning
• GIS 

Robert W. Foster 

Robert W. Foster is a Registered Professional Surveyor and a Registered Professional Engineer (Civil) with over 50 years experience, having graduated from the University of Vermont in 1955 with a B.S. in Civil Engineering. Mr. Foster has specialized in offering professional consulting services in arbitration, dispute resolution, and litigation involving surveying and civil engineering issues. Although semi-retired he is an active member of the Dispute Resolution Panel of Neutrals of REBA Dispute Resolution, Inc., a subsidiary of the Real Estate Bar Association of Massachusetts. He served two terms on the Hopkinton Board of Health and was a member of the Hopkinton Zoning Board of Appeals for over ten years.
Mr. Foster is a past president of the American Congress on Surveying and Mapping and a past president of the International Federation of Surveyors, a federation of over 100 national professional surveying associations. He has provided professional testimony in litigation involving property disputes, appeals of permit denials, eminent domain proceedings, and professional negligence. He has testified before the United States Congress and the Massachusetts legislature on pending legislation and budgetary matters.
Mr. Foster grew up in Burlington, Vermont. Following his graduation from UVM he served for three years in the U.S. Air Force where he completed pilot training. He and his wife, Margot and their three sons relocated to Hopkinton, Massachusetts in 1959; he was employed by Schofield Brothers of Framingham, a consulting engineering company until his (semi)retirement in 1990. He continues to provide limited consulting engineering services primarily in dispute resolution, and writes occasionally for technical publications and local newspapers.  

James Kavanagh 

James Kavanagh MRICS C.Geog is a Chartered Land Surveyor & Chartered Geographer. James studied at DIT Dublin, Ireland and University of London. With over 25 years’ experience in the global land and property sectors, James has worked on some of the largest infrastructure projects in Europe before spending several years working on formal and informal land rights issues whilst working for the United Nations (UNRWA). James has broad experience of surveying in many countries around the world. James is currently Director of Global Land & Resources with The Royal Institution of Chartered Surveyors (RICS). He is the author of frequent land & property journal articles, has presented professional and technical papers at numerous global conferences (World Bank 2017, FIG 2016, UNECE 2017) and regularly lectures on professional practice. James is also the co-author of several land and property industry standards, professional guidance notes and specifications including. He has a strong interest in planning, land acquisition, land valuation and property economics. He is also engaged on geo-technologies and their application within BIM and the implementation of Smart City policies. James is chair of the International Land Standard Coalition and is working on further research and output on issues of valuation within informal settlements, customary land issues and the process of land and property rights formalisation (World Bank 2017). He is a member of the Land Technologists Group along with World Bank, USAID, Cloudburst Group, Devex, Land Registry and Thomson Reuters. These include GIS and Remote Sensing training on November 13-14, RTA training on November 17th. UAV training is free for congressional delegates and other participants will pay a training fee. Training on Map Production with Unmanned Aerial Vehicle

Within the TMMOB International GIS Congress, a practical training will be organized covering the use of unmanned aerial vehicles, flight, data processing, balancing and final products for the members of the TMMOB chambers.
o The training period is 1 day.
o Participants need to be trained on their own portable computers.
o Materials to be used in training and provisional software licenses will be provided by you.
o Education is free to Congress delegates. For participants who are not a Congress delegate, they are 250 TL.
o Participation participation certificate will be presented when the training is completed.

Educational content:
• Theoretical information about unmanned aerial vehicles and their applications.
• Preparation of flight plan
• Site selection for site check points (YKN) and site operations
• Flying and photographing aerial photographs
• Getting raw data after flight
• Input of raw raw data into Pix4d program
• Entering the YKN values and balancing parameters
• Making necessary adjustments in software and processing of data
• Obtaining and examining the final products (Point cloud, Orthophoto, 3D terrain model, etc.).


The GIS Technologies Fair will be organized within the scope of the congress.



Adana Grand Mosque (Ramazanogulları Mosque)

It is one of the most important civil architectural works in the province. Its construction was started by Ramazanoglu Halil Bey in 1513 and finished in 1541 by Piri Mehmet Pasha, the son of Halil Bey, and opened to worship. This mosque has the properties of Seljuk, Memluk and Ottoman architectures. The door of the mosque with a plan of a rectangle of 34.50x32.50 m has the style of Seljuk architecture and the minaret has the properties of Memluk architecture. Ramazanoglu Mausoleum, right next to the Mosque, has highly artistic plant patterns and tiles.

Church with Baby

The actual name of the church that was built between the years 1880-1890 is Saint Paul. At the top of the church there is a bronze statue of Virgin Mary with a height of 2.5 meters. It is known as Bebekli Kilise because of the similarity of this statue to a baby.

Adana Stone Bridge

The Stone Bridge, as the symbol construction of Adana and built in Roman period, is a historical structure that connects two central districts Seyhan and Yüregir today. Until a few years ago, this bridge had been opened to vehicular traffic and this makes this bridge “the oldest bridge of the World that is opened to vehicular traffic”. It was built as 21 eyes but it has become smaller to 14 eyes today with filling of other eyes. The bridge as living history is still standing in the middle of the city with its all majesty.

Misis Mozaik Müzesi 

This museum has been founded in order to protect the mosaics from the Misis Mound excavations. In the mosaics from the ground of a Byzantine church, the animals that Noah took on the ark are represented. The mosaics in which the animals are illustrated as alive are the examples that show how developed the mosaic art of Çukurova is. The museum is enriched with the other mosaics from the Adana Museum of Archaeology and archaeological sites.

Eating and Drinking

You must eat adana kebabı (spiced mutton kebab) and drink turnip juice and aşlama (a kind of juice from licorice roots). You should taste bici bici and also you should eat halka tatlısı (a kind of syrup-soaked pastry in a shape of hoop).

The kitchen of Adana region is very rich. The main ingredients of the meals are flour, bulgur, meat, various vegetables, spices, milk, yogurt and skim-milk cheese. Adana kebabı, the well-known and original meal of the region, is generally eaten with lots of greens, salad of onion, turnip juice and ayran.

Eating and Drinking

The other well-known meals are cartlak kebabı (grilled meat on skewers), kibbeh, steak tartar a la turca, analı kızlı (a kind of bulgur-made patty), humus (mashed chick-peas), bartefit (a kind of soup with patty and chickpea), sıkma (a kind of roll with cheese), şırdan (a kind faggot), mumbar (stuffed sheep sausages), etli kömbe (a kind pie full of meat), dul avrat çorbası (a kind of soup with vegetables and legumes), thimble soup, etc.
